Staff said the property, currently planned development with a general commercial retail base zoning approved in 2024, is proposed to be subdivided into six pad sites. Senior planner Britney Messer told commissioners the preliminary plat is needed now because one pad (Lot 3) is moving forward with a site development plan and the city must establish lot lines before reviewing landscaping and tree mitigation standards.
Messer said staff recommended approval with two conditions: the applicant must provide an access easement on the final plat and add required easements to the final plat. Messer explained the easements are typically finalized during site-development and civil construction reviews and are necessary to ensure each lot has legal access to a right-of-way and to satisfy development standards.
Commissioner Michael Pollard moved to approve the preliminary plat with staff’s two conditions; the motion was seconded by Commissioner Williams and passed 7-0.
The approval is for a preliminary plat only; final plat and site-development plans must still satisfy the city’s subdivision ordinance, Rowlett development code (RDC) standards and any Texas Local Government Code requirements referenced by staff. Staff noted the city operates on a 30-day review timeline for plats from the date of submittal and can attach conditions to ensure outstanding technical requirements are addressed before a final plat is recorded.
The commission’s action sends the recommendation to the next administrative step; final engineering, civil construction sets and the site-development review remain to be completed before building permits would be issued.
