Fairhope council awards bypass-pump contract, authorizes transfer for lift-station upgrades

A council member explained the chosen contractor was not the lowest price but offered a substantially quicker delivery time; the lowest bidder’s delivery window was stated as 30 to 34 weeks versus 12 weeks for the awardee, and therefore the lower bid “did not meet the requirements of the bid,” the official said.
