Engineering updates: CSX permit pending, Fordyce nearing completion, Grant Street and other projects advance

Kevin Krolick, engineering director, provided a broad project update to the Board of Public Works and Safety covering drainage, street, park and development projects across the city.
Krolick said the city is still waiting on CSX permits for a drainage-conveyance project; he added the city’s NDOT permit expires Nov. 12 and that staff has discussed administrative extension options with NDOT. "I'm still optimistic, cautiously, so that we will get, the CSX permit and be able to move that forward," Krolick said.
He reported that the Chadwick Ditch Improvements are under contract with Banning Engineering and that a kickoff meeting is scheduled. For the Grant Street project, Krolick said the Notice of Termination was filed with IDEM at the end of April and the city is waiting for acceptance before final release; phase 2 letting is expected in July with utility coordination ongoing.
Fordyce Street is nearing completion: sidewalks and driveway approaches are done; decorative street lighting is installed and paving and trail work are scheduled to finish next week. Krolick said he had started appraisal work for Grant Street phase 2 with a target letting in August 2027, subject to completing right-of-way appraisals and acquisitions.
He updated the board on wayfinding-signage negotiations with NDOT (an NDOT agreement addresses long-term operation and maintenance), redevelopment work on Oaks on Main pending owner plumbing and gas work, Eichmann Exchange north-side improvements pursuing HPC approval to meet grant-ready payment deadlines, demolition quotes for 312 Thompson Street due June 9, and preliminary siting conversations for a future police station following a DLZ presentation.
On a potential new fire station, Krolick said a due-diligence call was held with finance and legal teams and that responses from potential lenders are due June 12 with a tentative closing June 17 to enable construction to begin in July. He also said the DPW resurfacing program is wrapping up.
