The Marathon County Human Resources, Finance and Property Committee directed county administration to develop guidance and an RFP template to steer redevelopment of sizable county excess properties, such as River Drive and Thomas Street, and discussed a threshold for when competitive RFPs should be used rather than surplus listing.
Administrator Leonard said staff will draft a request for proposals for the River Drive campus within about 45 days and return to the committee for guidance on evaluation criteria. He proposed including items such as the proposed specific use, expected sales and property tax generation, developer tax status (exempt or taxable), and job creation estimates.
Committee members emphasized fiscal and neighborhood considerations. Chair Bryant (speaking as a supervisor) urged the committee to avoid selling large parcels to tax‑exempt entities that would eliminate property tax revenue. Supervisors suggested scoring criteria that include property taxability, sales tax generation, family‑supporting job creation, return on investment and compatibility with adjacent neighborhoods. Vice Chair Marshall stressed neighborhood compatibility, especially for parcels near large apartment complexes.
Supervisors proposed a practical threshold for when to use an RFP versus placing a parcel on Wisconsin Surplus: several suggested that parcels with market value above $500,000 (some said "half a million") should proceed to RFP while smaller parcels could be sold via surplus or other methods. Administrator Leonard said staff will produce a tracking document listing surplus and tax‑delinquent parcels and will identify which should follow which disposition path.
The committee asked staff to return with a progress document and to identify properties appropriate for RFPs, Wisconsin Surplus listings, or adjacent‑owner transfers, and to include criteria and a scoring rubric when bringing any RFP forward.
