Liberty Hill council approves site plan, water engineering task order and two ordinances; consent agenda items pass

The Liberty Hill City Council on Jan. 8 approved multiple items that city staff described as routine but consequential to ongoing development and water-supply work.
Key approvals included: a site plan for the Henrietta retail/Target anchor parcel, a task order not to exceed $25,000 to Pape-Dawson for preliminary engineering on two water connection points, an ordinance adding a deputy city manager position to the municipal code, and an ordinance calling the city’s May 3, 2025 general election. The council also passed portions of the consent agenda while holding several consent items for later consideration.
Henrietta retail site plan The council voted to approve a site development plan (SDP 2024-39) for a retail development addressed as 351 Highway 183, a parcel of about 35.51 acres. Staff said wastewater approvals were previously granted by ordinance and that the current SDP addresses the anchor pad and associated replatting of pad sites. The motion carried 5-0.
Water engineering task order Council authorized a task work order to Pape-Dawson (city engineers) for preliminary engineering and cost estimation related to two connection points that would allow Liberty Hill to access water from Georgetown (and, later, Round Rock). The task order is time-and-materials, capped at $25,000, and the council added a deadline of April 15, 2025 for delivery of the preliminary engineering report. Staff explained the two locations are the intersection of U.S. 183 and State Highway 29 (an existing connection requiring meter/valve/electrical upgrades for long-term capacity) and a second connection along County Road 277 near Liberty Hill High School (which will require easements and additional pipeline). The motion carried 5-0.
Ordinances and consent agenda Council approved ordinance 2024-O-0447 to amend City Code chapter 2.03 to add the deputy city manager position and directed staff to update the organizational chart accordingly (vote recorded as 4-0 in the minutes). Council also approved ordinance 2025-O-004 to call the City of Liberty Hill general election for May 3, 2025, and clarified that the candidate-application language will explicitly include the mayoral race. Portions of the consent agenda were approved (items 6A and 6E were approved; items 6B, 6C and 6D were pulled for later consideration).
No litigation or contract awards tied to these approvals were finalized at the meeting beyond the task work order authorization. Staff said funding for the $25,000 water task order will initially be covered through a budget amendment using general-fund balance and that a midyear budget amendment will be returned to council for formal appropriation.
