Council reviews Rosenberg five-year capital improvement plan; parks projects and ballfields draw attention
Summary
Council reviewed the proposed 2026–2030 capital improvement plan (CIP). Members discussed timing and funding for a park entrance project, additional ballfields, a downtown parking lot and street/drainage needs; staff will supply cost breakdowns and funding options for council consideration during the FY26 budget process.
City staff presented the proposed Capital Improvement Plan covering fiscal year 2026 through 2030 and reported the planning commission had recommended the proposed projects. The FY26 list includes 12 projects staff prioritized for immediate work; the CIP materials also list more than 40 ongoing or planned projects for informational purposes.
Council members asked specific questions about projects tied to economic activity. Staff said a park entrance from FM 2218 to a new park is in design and budgeted for 2025; members noted several regional sports events will bring hotel and restaurant business and suggested accelerating work that supports visitor access. Council debated whether to move the planned expansion of baseball fields from 2027 into 2026 to capture near-term tournament demand; staff said a rough estimate for one field (including lights) could be in the low millions for a full lit field and agreed to return with a detailed cost breakdown (lighting, field construction, utilities).
Other items discussed: downtown (Fifth Street) Fairweather parking improvements using hotel/motel (HOT) funds, sunset ballfield lights and funding sources (parkland dedication fund vs. Redevelopment District Corporation/RDC), sidewalk and drainage inlet repairs in older neighborhoods (Timberlane and Claire Avenue), and ROW/marking work on FM 723 (TxDOT project primarily funded by TxDOT). Council directed staff to provide more-detailed cost estimates and funding-source recommendations and to consider moving projects up in the CIP where feasible. Funding decisions remain subject to the FY26 budget process and formal council resolutions.
