Plano council approves purchase of two surplus PISD campuses; Foreman site eyed for relocated fire station

The Plano City Council voted 8-0 to authorize purchases of two Plano Independent School District (PISD) surplus campuses: Davis Elementary, 2701 Park Haven Drive, for about $3,050,000, and Foreman Elementary, 3600 Timberline Drive, for $5,375,000. City staff said the Foreman site is identified as the anticipated location for a relocated Fire Station 3 if voters approve a construction bond referendum planned for 2025.
City real estate manager Matthew Yeager told the council the Davis site is about 5.3 acres and is zoned single-family, designated as “neighborhoods” in the city comprehensive plan. Yeager said staff will conduct a community engagement process focused primarily on the adjacent neighborhood to determine community-supported future uses consistent with surrounding properties and neighborhood integrity. “We did ask final ISD to collaborate with us in specify making the specifications for their bid documents to demolish the school,” Yeager said, describing the campus footprint as “pretty much everything in that green area is going to be kind of a blank slate going forward.”
On Foreman Elementary, Yeager said the campus is larger, roughly 9.45 acres, and the site has been identified by the city to relocate Fire Station 3. City staff told council that partial funding to acquire the Foreman site and start design would be included in the planned 2025 bond referendum; further uses of the site will be refined during station site planning to ensure optimal operations.
Council members asked about who would be involved in the engagement process and whether any use restrictions were expected from PISD. Yeager said the outreach would be open to the public but primarily focused on the immediate neighborhood and that no additional limitations were anticipated beyond the interlocal agreement terms requiring consistency with neighborhood character and public benefit.
The council made the motions to approve both purchases during the meeting; both motions passed 8-0. Staff will return with implementation details, community engagement schedules and next steps tied to the bond timeline for Fire Station 3 design and construction.
