City staff on May 20 introduced an amendment to the Tax Increment District (TID) ordinance that would add section 14 to codify lodging tax rates referenced in the district plan.
Officials said the TID ordinance, as originally passed, referenced district-plan percentages for lodging taxes (1%, 1.5%, 2% progressively) but did not include those percentages in the ordinance text. The proposed change adds the district plan to the ordinance so those lodging rates become part of the enforceable ordinance.
Staff requested that the council consider suspending the rules to expedite enactment because the current TID rates expire May 31 and the financial systems must be updated to collect the rates on June 1. “Everything is set up behind the scenes in our financial system,” staff said, and the absence of the rate language in the ordinance created the need for the addition.
According to staff, the change does not alter the rates or other ordinance language; it only codifies the rates by incorporating the district plan into the ordinance text. The transcript does not show a formal recorded vote on suspending the rules or on final adoption in this meeting.
Council members were asked to consider the suspension to assure continuity of rate collection while staff implements the financial system changes.
