Commission approves restaurant/maintenance staffing shift, adds league-fee amendment

Commissioners discussed how the arrangement would let the operator be on site more frequently to respond to maintenance issues that previously required the superintendent or mechanic to leave course work to tend to restaurant repairs.
Commissioners also debated whether the staffing change constituted a modification of the restaurant lease or contract and whether it could affect the pending restaurant bid. Several members asked staff to confirm whether the change could be enforced if a different vendor wins the restaurant bid; staff advised the commission that the current bid and contract language would need review to determine what can be changed after the solicitation is finalized.
Because commissioners wanted a revenue contribution tied to regular league bookings, the commission approved an amendment to the proposal requiring a per-player contribution for tier-1 weekly league bookings. A motion to accept the proposal with the amendment (a per-player contribution for tier-1 league bookings) was made and seconded and passed by voice vote.
Commissioners said the change is intended to keep the restaurant and golf operations more symbiotic: course users would provide predictable support to the restaurant through routine league contributions and tournament arrangements, while the operator would perform maintenance tasks that otherwise would require part-time hires or reallocation of full-time maintenance staff.
Commissioners directed staff to: (1) circulate formal language for any change that would be added to the restaurant lease or contract; (2) confirm whether the pending restaurant bid can accommodate the proposed operational arrangement; and (3) return with draft contract language and budget impacts at a future meeting.
The commission also discussed expectations for charity and weekend tournaments (including requiring some level of restaurant support for large events) and agreed that any mandatory contribution requirements should be stated consistently in policy and, where appropriate, in the lease or contract for the restaurant operator.
No changes to the pending restaurant bid were enacted at the meeting; commissioners instructed staff to return with clarifying contract and bid-relationship language before committing to lease changes.
