Council narrows list of nonprofits to make budget‑workshop presentations; adds Chamber

City budget staff presented the list of applicants for Coppell’s annual service and arts organization funding program and asked council to identify which groups should make oral presentations at the July budget workshop.

Jessica Mendez, budget manager, said the city received 19 applications during the April application period: 12 applicants qualified under the general fund mayor/council budget criteria, and seven qualified under hotel‑occupancy‑tax (HOT) rules. Per council guidelines, staff recommended presentations from applicants that are new or that requested more than $20,000 with an increase of more than 50% from the prior year.

Mendez noted the recommended presenters included Carson's Village (listed in the packet as “Carseas Village”), Coppell High School Band Booster Club (a long‑dormant applicant that qualifies as effectively new), Denton County My Health My Resources (listed as a new applicant) and Coppell Historical Museum, plus Metrocrest Services (the nonprofit that presented to council Tuesday). She said Metrocrest’s request exceeded $20,000 but fell just under a 50% increase threshold; staff recommended including them as a presenter because they were near the guideline threshold.

Some councilmembers asked for small additions. Councilmember Prem Kumar asked to invite the Coppell Chamber of Commerce to present, citing new leadership there; the council agreed to add the chamber to the presenter list. Staff also disclosed that one applicant (Woven Health Clinic) missed the submission deadline but was included in staff materials for full disclosure.

No funding decisions were made at the meeting; staff will bring the city’s grant packet and the final presenter list to the July budget workshop where council will hear presentations and later make funding allocations as part of the budget process.
