Member Evans moved the resolution (JPSR‑6‑25) and also proposed the amendment adding the means‑testing language; the amendment was seconded by Member Desartes, received an affirmative voice vote and was incorporated into the final motion. The committee then approved the amended resolution.

Mary (staff member) said the practical approach would be to accept existing documentation showing enrollment in income‑restricted programs — for example LIHEAP, SNAP (food stamps), or Medicaid — rather than creating a new certification process.
