The Waukegan CUSD 60 board on May 27 approved personnel recommendations including appointments, retirements and resignations and authorized board member attendance at national conferences, while administrators described recent turnover among internationally recruited teachers as visa‑related.
The personnel slate (agenda item 13b) was presented as routine; after discussion the board accepted the administration's recommendations by roll call. During discussion, trustees expressed concern about resignations among staff serving diverse learners. A board member said she was "very concerned" about the number of diverse‑learners teachers leaving; the administration explained that many of the departures involve international teachers whose visas require them to return to their home country after a set period and that the first cohort of international teachers is now concluding its agreement with the district.
A district HR representative said the district has been recruiting locally and internationally with a preference for local hires when possible, and confirmed that some teachers must return because of rules tied to the sending country rather than U.S. visa policy. The administration thanked the international teachers for their service and said HR will continue recruitment efforts to fill openings.
The board also approved travel for board members Anita Hanna, Jeff McBride, Carolina Fabian, Angela Ramirez, Christine Lensing and Superintendent Teresa Bosencia to the 2025 National Association of School Boards QUBE Conference in Los Angeles with an estimated cost of $2,574 per person (registration, lodging, airfare and per diem) for a total estimated cost of $15,444; trustees asked that the administration break out costs in the same level of detail used for staff travel and agreed to approve registration now and finalize details at a subsequent meeting.
No individual employee names beyond the schedules in the agenda were discussed during the public portion of the meeting.
