The Waukegan CUSD 60 board voted May 27 to approve the district's 2025–26 school improvement plans after trustees raised concerns about inconsistent formatting, unclear documentation of family or community representation on planning committees and timelines that did not align with the metrics used in SMART goals.
Board member Miss Riddle said she would "pass" on the vote because of inconsistent formatting and approaches across plans. Miss Fabian, however, said she would vote yes but asked that schools include clearer documentation of family and community input — for example, listing forum or survey methods and naming family or community participants when the plans claim such input.
Trustees also pointed out timing mismatches in SMART goals. Several plans listed a June target date but used metrics measured earlier in the year (for instance, IAR and ACCESS testing in March or April), making it unclear how staff would use the intervening months to meet June targets. Miss Fabian asked that timelines be adjusted to align with the metric dates or use different end dates that allow sufficient time to act on the measured outcomes.
The board took a roll call vote after discussion; the motion passed with one pass recorded and the majority in favor. The administration did not remove the plans from consent but accepted the request that future submissions clarify committee membership and align metrics and timelines.
