City to Replace Recreation and Clerks Systems with CivicPlus Platform; Council Approves Bid Waiver

Troy City Council on May 19 approved a bid waiver to contract with CivicPlus to provide an integrated agenda and meeting management system for the City Clerk and a recreation registration and management system for the Recreation Department.
Recreation Director Brian Gullis said the joint procurement saved money compared with separate purchases and will replace the city’s existing RecTrac system. Staff said CivicPlus provides a modern app for recreation customers and a Select Pro agenda module for the Clerk’s Office. Project phasing targets a November rollout to support winter registration cycles and allow staff training and cleanup of legacy household records.
Gullis said implementation will include re‑registering household accounts to remove outdated entries and that the city will employ extensive outreach — social media and onsite signage — so residents know how to transition to the new platform. Councilmember Chamberlain Krianga asked whether the city could provide a council member demo in advance; staff said they would explore a demonstration opportunity.
The council approved the bid waiver and contract on a unanimous roll call. Staff said funds are available in the FY2026 budget for the subscription and the city will plan renewal authorization in future budgets as appropriate.
