Council OKs Thermoplastic Coating Contract for Troy Community Center Pool

Troy City Council voted May 19 to award a cooperative contract to apply a thermoplastic coating to the pool floors and walls at the Troy Community Center, a project city staff estimate will extend the useful life of the pool surface and reduce future downtime.

Recreation Director Brian Gullis told council the work is estimated at $232,333.75 and will be performed under a Sourcewell cooperative contract; the project is scheduled for the 2026 fiscal year and will include removal of older Marsite layers before the new coating is applied. Gullis said the thermoplastic product carries a 10‑year warranty and is more durable than traditional Marsite finishes.

Gullis said work would likely be scheduled in August to allow the community to use the outdoor pool during the project, and that the city expects a closure of about three to four weeks for removal and installation. “Because there's so many layers of Marsite...they have to take it all off. So that would be an expensive, expensive amount either way,” Gullis said, adding that staff expect the thermoplastic coating to reduce the frequency of resurfacing closures and to better resist pool chemicals.

Councilmembers asked about safety, duration and regional examples. Gullis said other municipalities in the region have used the system and staff had contacted several vendors; the city selected the supplier they judged most appropriate for long‑term durability. The council approved the resolution on a unanimous roll call.

Work is scheduled to proceed in 2026; staff will return with timing and procurement details as the department prepares for construction.
