Council approves $2.316 million guaranteed-maximum-price amendment for Moorhead City Hall addition

The Moorhead City Council on May 27 approved Guaranteed Maximum Price Amendment No. 2 (GMP 2) with McGough Construction for work on the city hall renovation and planned north-side addition.
The amendment, described by Oliver Fineman of McGough Construction, covers the substructure and superstructure work: excavation and foundations for the addition, steel columns, and replacement of windows on the existing tower. Fineman said bid results for five packages produced 28 bids and that the low bids were “about 10% lower than estimated.” He told the council the GMP 2 package totals $2,316,240 and is a not-to-exceed amount; any savings below that cap would be returned to the city.
Assistant City Manager Mike Reetz outlined the project timeline and background. The city hired JLG Architects in April 2024; the council previously approved a declaration of official intent in September 2024 authorizing up to $28 million for the city hall renovation, civic plaza and community room addition. Reetz said the current project estimate stands at about $26.4 million. The design process has moved from predesign and schematic phases into construction documents; staff plan to bid remaining work this summer and bring GMP 3 to council in August to place the remainder of the project under contract.
Fineman said McGough plans to begin excavation in early June once subcontracts are issued, and that remaining interior work (finishes, walls, doors, electrical and mechanical systems) will be bid later in 2025. Council member Emily Moore asked for clarification on why window replacement was included in GMP 2; Fineman explained window lead times (about four months) required ordering early to keep the overall schedule on track.
A motion to approve GMP Amendment No. 2 passed unanimously. The contract language presented at the meeting indicates the amendment covers the specified work packages and is part of staged GMPs that will be returned to council as additional bid packages are secured.
