County planning staff presented a memorandum of understanding on May 23 to cover reimbursement of township engineering costs for a proposed Wawa convenience store and fueling canopy at the former Snappy’s site in Potter Township; the commissioners voted to add the MOU to next week’s consent agenda.
“This is a final land development and it’s for a Wawa at Old Fort Store Number 8251,” planner Chris Schnur said, showing plans for a 6,577‑square‑foot convenience store and an eight‑pump canopy (16 fueling stations) with two site accesses on Earlystown Road and Old Fort Road. The site sits on property owned by the Smith Pletcher Home Association (the American Legion property) and will be leased to an LLC to develop the Wawa.
Why this matters: the MOU is a three‑party agreement in which the developer agrees to reimburse the township for review, inspection and engineering costs incurred while processing the land‑development plan. The county is not approving the land‑development plan itself at this meeting; staff said the action is limited to the reimbursement agreement and routing the MOU to the consent agenda.
Questions and next steps
Commissioners asked about existing uses at the site—staff noted several on‑site businesses including a shed company and County Refuse Authority recycling locations and said those uses will be addressed during plan review. Staff declined to set a construction start date at the meeting and said timing will depend on plan approvals and lease arrangements.
The board voted to add the MOU to next week’s consent agenda by motion and voice vote.
