Staff said the system currently meets all of the facility’s power needs, produces a slight surplus sold back into the grid, and has outperformed earlier conservative projections.
Why this matters: staff presented updated estimates showing the purchase would increase the system’s projected 25‑year savings. “If the county were to choose to purchase the system outright this year, it's estimated savings would jump from the earlier stated amount of just under, $2,000,000 to over 4,100,000.0 in energy savings over the initial 25 year time frame,” John said. The system is under warranty; staff also cited ongoing revenue from renewable energy credits (RECs).

Commissioners asked about REC valuation and annual generation. John replied that the county typically receives between $35 and $40 per REC and that in 2023 the system generated about $116,000 in REC revenue. Board members noted the correctional facility runs 24/7 and produces substantial electricity demand; commissioners also said bifacial panels and reflectivity (for example snow) boost production.

Board members said increasing electricity costs and stronger REC markets made purchasing the system more financially attractive than earlier projections. The board approved the purchase by motion and voice vote; the chair stated “Motion carries.” Staff indicated the purchase had the best payback among options considered.
