Council approves extensions for watershed master plan and a $364,817 amendment for wastewater modeling work

The City Council approved a modification to its subgrant agreement with the Florida Division of Emergency Management (FDEM) to extend the time to complete the city's watershed master plan, and approved a companion extension to Florida Atlantic University's contract to finish that work. Both items were described by the development services director as necessary because the state has changed requirements since the project began.
Debbie Love, Director of Development Services, told council members the extensions are a straightforward request: the state (FDEM) modified requirements, so the project timeline must be lengthened to meet the new standards. The companion resolution extends FAU's services to complete the watershed master plan, she said.
Separately, the council authorized the interim city manager to execute an amendment with AECOM Technical Services Inc. not to exceed $364,817 for additional engineering services to update the city's wastewater collection and conveyance hydraulic model and to perform calibration services. Purchasing Director Alberto Estrada said the engineering work responds to Miami‑Dade County regulatory requirements intended to prevent sanitary sewer overflows and to ensure the system is maintained and updated.
Assistant director for utilities and public works and AECOM representatives were present to answer technical questions. No members of the public spoke during the hearings. Each item was adopted by the council with a 3‑0 vote.
Staff indicated the AECOM amendment is part of ongoing compliance and system maintenance; council members motioned and the clerk recorded approval for both the FDEM/FAU extensions and the AECOM amendment.
