The Stow City Planning Commission voted unanimously to approve a conditional-use permit for a medical office at 3653 Darrow Road, a tenant space at the corner of Darrow Road and Marhofer. The permit allows a chiropractor's practice to replace a realtor's office in a building zoned C-2 limited retail.
The application, listed as PC 2025-0143635, was presented as a tenant change rather than redevelopment of the whole building; planning staff said the city's code lists "medical office" as a conditional use and that there are no supplemental regulations for medical offices in the code. Planning staff recommended approval and a motion to approve passed on a roll call vote with all members present voting yes.
Planning staff described the proposal as a replacement tenant in an existing building that already houses a funeral home, an insurance company, a title agency and a dental office. During public testimony the applicant, Holman, said the practice is a small family clinic: "We're a family practice. We usually see 1 or 2 families at a time," and added that staffing would be two doctors — himself and his wife, Dr. Amanda — and that parking demand would be modest. Planning staff also told the commission, "I don't think they require any more there's not an increased number parking that they would require business use change."
Commissioners raised parking as a concern because some nearby businesses already use much of the lot, but the applicant said the tenant space to be used was previously a training room and is not a fully occupied office suite. No written comments were filed for the item, staff said.
The commission's roll call recorded votes from Commissioner Clancy, Commissioner Wagner, Commissioner Trepto, Commissioner Basic and Commissioner DeCulio; the motion passed. No conditions or amendments were recorded in the meeting minutes for this approval.
The commission treated the item as a conditional-use review only; the city's zoning code currently designates medical office as a conditional use for the property's district and does not impose supplemental medical-office regulations.
