On May 27 the Roswell City Council approved consent‑agenda items that included a contract related to a retaining wall at 199 Grove Way.
During public comment, resident Courtney Rozier asked whether the consent item implied that the Groveway Apartments loan (a Section 108 loan) had closed and construction would begin this summer. City staff (Jeff) clarified the retaining‑wall item “does not have anything to do with the Section 108 loan.” He said the Section 108 loan “is still in process right now with the city. It has been approved by the city council. It has not been finalized at the federal level, which we expect to happen sometime this summer.”
The council approved the consent agenda (items 1, 2, 3, 5 and 6) unanimously and then approved item 4 separately with Council Member Sarah Beeson recused; the motion record notes item 4 passed 5‑0 with Beeson recused.
Separately during the consent discussion a resident asked about an item listed as an estimated property tax rollback rate requested by Fulton County. City staff explained Fulton County has asked every city in the county to submit an estimated rollback rate for the digest; the estimate is not binding and does not set taxes.
