Gun Barrel City Council on Tuesday adopted two resolutions to accept and administer a $300,000 Community Development Block Grant‑Mitigation (CDBG‑MIT) award from the Texas General Land Office (GLO) to fund planning work, including updated drainage maps and zoning revisions.
Dr. Smith, city manager, told the council the award requires no local match and will fund planning work (not construction) to improve the comprehensive plan with drainage mapping and zoning updates. Smith said the city will work with GrantWorks and that the city’s team will have a kickoff meeting with the GLO the following day.
Smith read resolution R‑2025‑003, designating authorized signatories for contractual documents and fund requests under GLO state contract number 23‑160‑101‑F101. The council adopted R‑2025‑003 and then adopted resolution R‑2025‑004 affirming required civil‑rights policies for administering state grants. Smith said the packet contained required documentation and that staff had completed most of the pre‑award checklist items; two items — signatory designation and civil‑rights policies — were completed by the council that night.
Councilmembers voted in favor by voice vote; the resolutions authorize the mayor and city manager as signatories and set the city’s compliance posture for the GLO grant. Smith said staff will proceed with onboarding into the GLO’s system and with required grant‑administration training and purchasing requirements.
The grant is planning‑only: it cannot be used for construction or physical drainage work but will provide the city with updated drainage mapping and zoning guidance to support future capital projects.
