The Moses Lake City Council approved an interlocal agreement to loan $100,000 to the Columbia Basin Conservation District so the district could advance installation of sewer laterals for a county‑led project on West Shore Drive, with the understanding the conservation district will repay the city once its state grant is disbursed later this summer.
City staff said the project advanced quickly and the conservation district contracted for installation before grant funds were available. Staff confirmed the city budget includes the $100,000 and that the ILA will be a short‑term cash advance until the district receives its Department of Ecology or other grant reimbursement later this season.
Council member Lombardi asked whether the conservation district had provided a timeline and whether DOE would require inspections prior to payment; staff said they would seek clarification and can amend the ILA if council wants explicit repayment contingencies. The council passed the ILA with a motion that included a request for additional clarity on timing and repayment terms.
No city cash is expected to be permanently committed; staff characterized the arrangement as a temporary loan to expedite a watershed‑benefit project.
