Council backs Wildcatter Trail grant application; preliminary cost estimate $6.86 million

The Odessa City Council voted to support a grant application to the Texas Department of Transportation’s 2025 Transportation Alternatives set-aside for the Wildcatter Trail, a proposed shared-use pathway connecting Loop 338 at East University Boulevard (near UTPB) northeast to Spur 555 and Highway 191.
Staff said the proposed trail is a mix of new 12-foot shared-use pathway, widened sidewalks and existing sidewalks; where possible the design calls for a 12-foot asphalt trail with a concrete ribbon. Dunaway prepared the preliminary routing and identified segments that require easement agreements. The proposed route would pass through Country Club Estates, by Lyndon B. Johnson Elementary School, and near newly planned commercial and school developments, including a Bass Pro Shop and a Harmony School under construction.
Staff estimated the project’s cost at $6,860,000 and said the grant would reimburse a portion of those costs if awarded; any amount above the estimate would be the city’s responsibility. Staff noted Odessa is behind some peer submissions and that the city has worked with Encore for easements on segments of the route.
Council voted to support the application and to proceed with the more detailed submission process. Staff said they will continue easement negotiations and prepare the full application and cost documentation for TxDOT.
