On May 27, 2025, the Pennington County Planning Commission approved preliminary plan COPPL25‑0003 to subdivide the Palmer Subdivision at 22550 Potter Road, creating a revised Tract A and Tract B. The applicant and landowner is Steven Hilton.
Cody Saxinger told the commission the property is zoned Agriculture and contains a single‑family residence, a 36‑by‑56 pole barn and a pool. Saxinger said the parcel is partially within the city’s three‑mile platting jurisdiction, so the proposal must go through both county and city processes; city reviewers are working with the applicant on required road improvements within the city’s planning jurisdiction.
Saxinger said the requested subdivision will create the back 10 acres as a separate parcel — he said the applicant indicated it is intended for his daughter — and staff finds the request in harmony with surrounding lots and uses. Staff confirmed the property is up to date on its operating license, the on‑site wastewater system has been inspected and the pool building permit was issued. Saxinger recommended approval of the preliminary plan with conditions.
A commissioner moved to approve COPPL25‑0003 as recommended by staff; a second was given and the motion carried.
