Wendell prequalifies firms for on‑call development review and stormwater engineering

The Wendell Town Board authorized staff to negotiate and sign master service agreements with several prequalified engineering firms to provide on‑call development review and stormwater services.
Staff explained the procurement divided engineering services into six scopes; the board considered two scopes at the meeting — development review and stormwater — because they are the most immediately needed. For development review staff recommended AMT, Kimley‑Horn, McAdams and LJB as the top four qualified firms; for stormwater staff recommended McAdams, Timmons, Withers, Ravenel/Geosyntec and AMT among the top qualified firms.
Staff cautioned that qualification does not guarantee work: "Pre qualification does not guarantee any amount of work for the firms or any work," and specific assignments will be issued through task orders under negotiated master service agreements. The town’s new Purchasing and Contracts Manager has already begun drafting master service agreement templates, staff said.
The board authorized the town manager to negotiate and sign the agreements. Staff said the remaining four scopes (streets and sidewalks, floodplain management, facilities design and construction management, and parks and greenways) will return to the board for qualification at future meetings.
Board members were told selected firms will be used as a qualified pool; if the town cannot reach agreement with a selected firm staff may proceed to the next best qualified firm.
