Council approves engineering amendment to add water-main replacement to Madeira Road design

The Loveland City Council unanimously approved an amendment to the city’s contract with Choice 1 Engineering to add design work for replacing deteriorating water mains in the Loveland–Madeira Road corridor.
Assistant City Manager Chris Winich and staff explained the proposed amendment covers preparation of water-main replacement plans in the current Madeira Road phase 1 design package. Winich said the existing mains include an eight-inch and a four-inch cast-iron line from the 1960s in poor condition and that the city prefers to replace both with a single new eight-inch main while the street work is being designed. Staff said funds are available in the WMR (water-main replacement) fund and asked council to authorize an engineering amendment of $19,300 for the additional design work.
Council asked whether the dual mains provided redundancy; Winich said the lines are not tied to provide redundancy in that segment and that the unusual past configuration does not function as redundant service. Council members and staff discussed whether additional redundancy is possible elsewhere in the system, with staff noting redundancy is limited by cost. The resolution authorizing the city manager to amend the agreement with Choice 1 Engineering was adopted by roll call, 7 to 0.
Staff estimated the construction cost for the water-main replacement at roughly $300,000, noting that figure is preliminary and subject to design and bidding.
