Festus amends code to reflect Jefferson County Public Sewer District operation of city sewage system

The Festus City Council voted to adopt Bill 48-24 to amend Chapters 705, 710, 715 and 720 of the city's ordinances to reflect that the Jefferson County Public Sewer District operates the city's sewage system.
City staff said the amendments "clean up" code sections that previously referenced a city-owned sewer district and instead reference the Jefferson County Public Sewer District, which now sets rates and is responsible for maintenance and operation of the system. "This is just kinda to formalize the new arrangement we have with the sewer district to make clear that they're the ones that set rates, for the sewer system now and that they're responsible for, maintenance and operation of the system," a staff member said.
Council suspended the rules, read the bill a second time in title only and approved the ordinance by recorded roll call. The meeting record does not show the effective date the sewer district first assumed operational control or any transitional financial terms; the ordinance deletes conflicting code language and establishes updated references.
