Council approves all-way stops at two Festus intersections after engineering recommendation

Council discussed the staff report briefly and then suspended the rules to read the bill a second time. The clerk recorded a mix of votes during the roll call on the second reading; the chair announced that Bill 48-20 had passed.
The ordinance establishes placement and enforcement of signs and an effective date; the council did not state an installation schedule in the meeting record.
Council members did not move to carry the bill over, and no amendments were recorded on the floor.
