Festus council approves ordinance to allow veterinary clinics in two commercial districts

The Festus City Council on Tuesday adopted Bill 48-17 to amend Chapter 405 of the city code to authorize veterinary clinics, veterinarians and veterinary offices for small animals in the B-2 Community Retail District and the B-3 Downtown Business District.
City staff told the council the amendment adds a definition for “small animals” and clarifies that the authorization is limited to dogs, cats and similar small animals. "This is an ordinance change to allow veterinary clinics in the downtown business district as well as B‑2, the community retail," a city staff member said during the staff report.
Council members offered no substantive questions or objections during discussion and voted to suspend the rules to read the bill a second time in title only before approving it. After the second reading the clerk recorded affirmative votes from Councilwoman Templeton and Councilmen Wehner, Vins, Cook, Tennant, Boyer and Collier. The motion carried and Bill 48-17 passed.
The ordinance repeals conflicting provisions and sets an effective date; the council did not discuss a specific implementation timeline during the meeting.
Council members did not request a carryover of the bill for further study, and no amendments were offered on the floor.
The council handled Bill 48-17 as part of its ordinances section after adopting the consent agenda at the start of the meeting.
