Lincoln council to review nonunion position changes; public works position may be repealed

City staff told the Committee of the Whole on May 27 that they had reviewed Title 1 of the Lincoln City Code for possible changes to nonunion classifications and removal of positions that the city no longer uses.
The review recommended several options: make certain positions permanent rather than tied to the mayor's term, revise administrative assistant language to match recent practice, formalize a newly created code enforcement officer position, and consider repealing the public works director slot that has remained vacant. "It might not even be relevant to even keep this position open," the city attorney said of the public works director role, noting the city does not currently operate a consolidated public works department.
Council members discussed how deputies and assistants are titled in code. The deputy city clerk was cited by number in the code (1-7-9) and the assistant city clerk at 1-7-10. The attorney said the code as drafted includes long-form removal procedures that relate to positions that run with the mayor, and that some language should be clarified to preserve protections for non-elected employees.
Council agreed to place the proposed ordinances on the regular agenda. Staff said they would prepare two or more ordinances — one to repeal the public works position and another to address the other job-code changes — and would follow up with additional detail on Charity Hutchins's role before finalizing language.
