During the consent review, staff said several human-services contracts administered through Washington State agencies were being amended to reflect projected use through the fiscal year. The packet lists an amended contract total for Compass Career Solutions (developmental-disability services), a $80,500 increase for Goodwill of the Olympics & Rainier Region (developmental-disability employment and day services) and an $198,000 increase for a contract with Cowlitz Family Health Center for criminal-justice treatment account (substance-use disorder treatment) funded through the Washington State Health Care Authority. Staff clarified that amounts shown on the consent list were the new contract totals—not the incremental increases—when a commissioner questioned how the numbers were calculated.
The Board also approved interlocal agreements and contracts including (as listed in the agenda packet): an interlocal with the Washington State Department of Transportation for noxious-weed treatment along right-of-way near Mount St. Helens; interlocal agreements with the cities of Longview and Castle Rock and with the Cowlitz Economic Development Council directing terms for rural public facilities grants the county awarded; an interlocal with the public utility district for relocation of electrical facilities for the South Cloverdale Road project; a contract with Debut Construction for the Italian Creek Road culvert replacement (bid $434,003.55); and an agreement with Western United Civil Group LLC for the Garlock Road/Delameter Creek fish‑passage project (agenda packet shows a multi‑million amount). The packet also included a resolution to transfer a petty-cash fund into the general fund and a resolution calling for a public hearing to consider a nonexclusive telecommunications franchise application from LS Net Networks to use certain county rights-of-way.
A board member asked whether all the contract numbers listed were increases; staff responded that the Department of Commerce item shown was a reduction of roughly $140,000 while other state-funded contracts were listed at new totals to finish the fiscal year. Commissioners voted to approve the consent agenda by voice vote.
Why this matters: the consent items update county agreements for delivery of social and health services funded through state agencies, authorize several road and park infrastructure contracts and set a public hearing for a private telecommunications provider to seek right-of-way access across county roads.
