Cowlitz County awards 2025 pavement overlay and striping contracts; staff say county will provide traffic control for striping

County Engineer Susan Eugenas presented the pavement overlay bid. “We received a total of three bids for this project, with Lakeside being the lowest responsive bidder,” Eugenas said, and described the winning bid as approximately $200,000 below the engineer’s estimate. She stated the Lakeside total as $2,000,516.17 in her presentation; the motion later recorded an amount of $2,516,007.44 on the floor. Commissioners approved the award by voice vote.
Eugenas also presented the striping contract, saying All Stripes LLC was the lowest responsive bidder at $538,508—about $100,000 less than the engineer’s estimate. Staff told commissioners that one change in this year’s bid was to have the county provide more of the traffic-control work during striping to reduce problems with vehicles crossing newly painted lines and to bring the overall bid price down.
A commissioner asked what percentage of the striping paint would be used for bike lanes; Eugenas replied the county has no marked bike lanes on county roads. Members of the public raised safety concerns about a section of West Side Highway that has slope and washout issues; Eugenas said she had contacted the Washington State Department of Transportation and that WSDOT had reached out to county staff about using county roads as detours while it schedules repairs, but she did not have a firm WSDOT schedule to report.
Why this matters: the overlay and striping work preserve county road mileage, affect driving safety and determine where future striping and traffic control resources are allocated. The Board approved both bid awards and moved the projects into construction planning.
