A bill proposing a biennial forensic review of school districts by the Sunset Advisory Commission was presented to the Senate Committee on Education Friday and subsequently reported favorably to the full Senate.
House Bill 4359, explained by Sen. King, would require the Sunset Commission to select one Education Service Center region and review two districts in that region each biennium: the district with the highest instructional spending per student and the district with the lowest instructional spending per student. The Commission would study and report on district operations that detract from instructional spending and recommend improvements.
"The goal is not to penalize districts, but to create a culture of continuous improvement where effective strategies can be replicated," King told the committee.
There was no public testimony for or against the bill. The committee left the measure pending for possible call but later voted to report HB 4359 favorably to the full Senate; the clerk recorded 11 ayes and 0 nays on the roll call.
Sponsor remarks noted the aim was to foster more reasonable and impactful use of taxpayer resources to benefit students and enhance educational outcomes. The bill’s mechanism would make the Sunset Commission responsible for choosing regions and the two districts to review.
The committee recommended the bill to the full Senate with a favorable report; no amendments were recorded at the hearing.
