West Linn planners discuss ‘zone-within-a-zone,’ first-floor retail targets and limits on single-use stores for Vision 43

Planning staff presented a package of zoning policy questions for the Vision 43 project on May 21 as the West Linn Planning Commission weighed how to shape mixed‑use development along the Willamette Drive / Highway 43 corridor.

Planning staff Chris said the project aims to “create a new community vision for the, Highway 43 corridor here in West Linn,” and walked commissioners through four policy questions about (1) different development standards for properties on the highway versus behind it, (2) whether to require a percentage of first‑floor space to be commercial, (3) whether to allow single‑use commercial buildings in corridor focus areas and (4) whether to limit maximum size for single‑use buildings.
