Kevin (staff member) explained the grant revenue portion recognizes the first‑year MVCPA award and the related expenditures across the general fund and the law enforcement grant fund to purchase license‑plate readers. The amendment also adds one full‑time sports facility supervisor position in the Multipurpose Complex fund so Sports Management & Tourism can continue programming both the sports center and the multipurpose complex after the sports center expansion; the position had previously been split.
Chief Banks was present as a backup for questions related to the police grant, and Chad McKenzie (director of sports management and tourism, identified in the audience) was available for questions about the operations change. The motion carried on first reading with a unanimous vote; the ordinance requires two readings for final adoption.
Kevin said staff will return for the second reading; the changes will be included in FY2025 operating accounts once the ordinance completes the second reading and becomes final.
