Round Rock approves $13.9 million contract to widen Greenlawn Boulevard

Round Rock City Council on Tuesday voted unanimously to award a $13,900,000 construction contract to Austin Engineering Company for the Greenlawn Boulevard improvements, a project that will widen the roadway from four lanes to six between State Highway 45 and the frontage road.

The project “will be building…a 6 lane road when we're finished,” Michael (staff member) said as he described the scope and schedule. He told the council the engineering estimate was $18,200,000 but competitive bidding produced lower offers, and the city recommends awarding to Austin Engineering. The construction team expects completion in December 2026 if the council approved the contract.

The project team identified drainage coordination with FEMA related to Gilliland Creek as an item they addressed before recommending award. John Finley, vice president of sales for Austin Engineering, and Kent O’Brien, project engineer, attended the meeting to represent the contractor.

The council voted 7–0 on the resolution. Council member Ortega moved the resolution, seconded by Mayor Pro Tem Stevens; the roll call recorded yes votes from Council members Lee, Flores, Fleming, Ortega, Montgomery, Mayor Pro Tem Stevens and Mayor Morgan.

The contract award lines up with the city's agreement with a district that will construct driveways into the improved corridor, Michael said, and staff will coordinate driveway access with that partner during project delivery.

If approved, the work will increase lane capacity and accommodate planned driveway connections; the staff presentation noted completion would align with related district work in late 2026.
