County staff updates supervisors on broadband law, border security proposals and water financing bill

YUMA — The Board of Supervisors received a legislative update covering recent state and federal activity, including the governor’s signature of Senate Bill 1661, which authorizes formation of broadband service districts; federal proposals addressing Mexico security assistance, fentanyl trafficking and water financing were also summarized.
Alejandro Figueroa, the county’s legislative/staff liaison, told the board that SB1661, sponsored by state lawmakers, was signed into law and will facilitate local broadband service-district authority formation. Figueroa noted the law uses 2020 census boundaries and that any census adjustments would take effect after the 2030 census.
On federal matters, Figueroa summarized bipartisan bills and proposals: a Mexico Secure Assistance Accountability Act to tie counter-narcotics aid to measurable performance benchmarks; a bipartisan extreme-heat economic study act to quantify the economic impacts of prolonged heat waves; and a bipartisan WIFIA Eligibility Act that would restore access to Water Infrastructure Finance and Innovation Act loans for certain hybrid projects that include some federal involvement.
Figueroa said the WIFIA change would broaden financing options for water-quality and storage projects, particularly across the West, by clarifying that loan eligibility remains available to nonfederal borrowers even when projects include mixed funding. He recommended continued monitoring of the legislative calendar and noted that state budget negotiations and the fate of a separate proposition could affect state funding availability.
No board action was taken; the update was informational and staff will continue to monitor and report on legislative activity.
