Northeast Frisco residents push council to reprioritize long-delayed Phase 2 of neighborhood park

Several residents from neighborhoods near the Northeast Community Park told the Frisco City Council on May 20 that Phase 2 of the park — which was originally slated for completion in 2019 and later postponed — remains unfinished and should be reprioritized for construction in the 2026–27 budget.

"We are asking for fairness," said Naga Sugala, who said she represents several nearby neighborhoods. "We respectfully urge the council to reprioritize the Northeast Community Park Phase 2 for the 2026–2027 budget. Let’s work together to fulfill the promise made to our neighborhood." Sugala said planned amenities included tennis, volleyball and basketball courts that neighborhood children still lack access to because of repeated postponements.

Suresh, another neighborhood resident, described heavy daily use of the park’s first phase and said increased demand makes Phase 2 important for additional space and facilities. "This park is highly used... you can see kids from 1 year old to 100 year olds," he said, recounting sports and daily visitors. Vasu asked whether prioritization decisions and schedule changes could be explained to the community, referencing another park project with a multi-year timeline.

Council members agreed staff from Parks should follow up with the residents to answer timing and prioritization questions; the meeting record shows a request to have Parks staff report back. No formal funding or schedule decision was made at the meeting.

Residents asked the council to include Phase 2 in the city’s near-term budget planning, citing lost recreational opportunities for youth and ongoing high demand on existing park amenities.
