Parks staff said applicants are being directed to the local soil conservation district, which may have grant opportunities to help cover costs. Staff also noted that use of park land for private drain fields requires the park board's permission before applicants may apply to the health department for permits.
The board did not set any sale or long‑term easement as part of the approvals; the action authorizes the applicants to advance to the next permitting step with the health department. Any further encroachment, permanent easement or sale would require separate review and action by the board.
