The Oregon House of Representatives adjourned without voting on any measures after a chamber official announced the quorum was not present and ordered the measures held to the desk, setting the next convening for 11 a.m. Tuesday, May 20, 2025.
The clerk read a roll call that listed a number of members as present and several as excused; afterward, a chamber speaker said, “The quorum is not present. In the absence of a quorum, no question may be decided or actions taken as much as we might want to.” Under the statement, measures appearing on the day's agenda were held to the desk in compliance with Article IV, Section 12 of the Oregon Constitution and House Rule 3.05.
The brief session included a welcome to a visiting group from Cedar Oak Elementary School. The official who led the announcements closed the day by saying the House would adjourn until the date set for reconvening and wishing the chamber a safe day of reflection for Memorial Day. The adjournment was ordered "without objection."
Because no formal vote on agenda measures occurred, no ordinance, resolution or bill moved forward during this sitting. Members listed as excused and the absence of a quorum prevented the chamber from conducting substantive business; the measures will remain at the desk until the House next convenes.
The meeting record cites constitutional and chamber rules to explain why business could not proceed. Any member-level actions or votes on the held measures will have to wait until the next convening or when a quorum is present.
