Tompkins Legislature OKs $100,000 for Freeze Road affordable housing through CHDF

The Tompkins County Legislature voted unanimously May 20 to authorize $100,000 in Community Housing Development Fund (CHDF) support for Freeze Road Apartments, a proposed affordable housing project in Varna.
The action combines $50,000 of county funds with $50,000 from associate members to back a project led by Ithaca Neighborhood Housing Services (INHS). Legislator Greg Meze, chair of the Housing and Economic Development Committee, said the award is part of the CHDF’s ongoing effort to leverage local dollars and attract state and federal investment for affordable housing.
The approved sequence included a negative declaration under environmental review and the formal appropriation to the CHDF. The legislature noted that the site has been an underused lot and that the funding is intended to catalyze redevelopment into permanently affordable homes.
Anne Corman, identified in committee discussion as chair of the CHDF, and committee members stressed the fund’s track record leveraging partner dollars, Cornell and municipal contributions and IDA support, and encouraged continued oversight as the project advances toward design and permitting.
The legislature approved the related resolutions (negative declaration and fund disbursement) without recorded opposition. The Housing and Economic Development Committee will continue monitoring implementation and reported the next committee meeting is scheduled in June.
