Board approves integrated delivery method for St. James Elementary replacement; several capital projects updated

The Horry County Schools Board of Trustees approved staff recommendations to use an integrated project delivery model for the replacement of St. James Elementary School and agreed to a $175,000 budget increase for the Forestbrook Middle School gym HVAC project funded from the 2025–26 capital plan.
The decisions affect how the district will select design and construction teams and fund short-term capital needs as it prepares for several major school projects.
A staff member presenting facilities work described the integrated project delivery model as a process that "would allow us to issue a request for qualifications to select an architect and a request for proposals to select a general contractor to build this facility. We would marry them up very early in the process during design and try to get the most out of that ... early implementation of schedule and cost." The board moved and voted to approve using that delivery method for the new St. James Elementary replacement school.
Facilities staff also reported construction progress at two elementaries that are nearing final inspection: Pine Island Elementary and 10 Oaks Elementary. The report listed ongoing interior finishes, cabinetry, HVAC startups and off-site road improvements. The facilities presentation stated final inspections are scheduled in June for Pine Island and June 26 for 10 Oaks Elementary.
The facilities committee voted to approve a $175,000 increase on the Forestbrook Middle School gymnasium HVAC project, to be funded from the district’s 2025–26 annual capital improvement funds. In other capital business, staff asked the board to authorize transferring up to $60,267,000 from sales tax revenues to capital projects for classroom and technology improvements and for the district’s current facilities plan.
The board also approved a request to surplus two properties: the former Conway Education Center at 1620 Sherwood (Conway) and Old Kingston Elementary School at 2694 Highway 905 (Conway). Board members conducted votes on these items during the business session.
