Committee approves $175,000 transfer after Forest Park Middle gym HVAC bid exceeds budget

The Facilities Committee voted to approve a $175,000 transfer from the FY25-26 annual capital improvement fund to cover a shortfall for the Forest Park Middle School gym HVAC replacement after bids came in higher than expected.
Facilities staff told the committee the district received a building permit March 17 and opened bids April 17. The low bid exceeded the original budget, and the second bid was about $160,000 higher than the low bid. Staff now estimate the project’s total cost at $925,000, a figure that includes the contractor bid, previously funded design fees, control-management systems, additional fire-alarm devices, and special-inspection costs.
Facilities staff said the district had $400,000 available in the FY25-26 capital improvement fund and that approving the $175,000 transfer would leave slightly more than $200,000 remaining in that appropriation. When asked whether the requested transfer would cover the work, staff replied it would and added, “barring something that we just cannot foresee, we should be fine.”
Board member Daryl Ricketts moved to approve the $175,000 request; Melanie Wellens seconded the motion. The committee voted and recorded the ayes; the motion passed.
Staff said the transfer will fund the contractor’s bid and associated district costs and that special-inspection and systems work are already included in the new estimate. The committee did not add conditions to the approval; staff will proceed with procurement and contract execution under the revised budget.
