Levy County School Board members approved a petroleum supply contract with United Fuels and voted to award multiple summer roofing contracts after staff briefed the board on the bid process and a technical irregularity in the petroleum submission.
Procurement staff told the board United Fuels was the only company to submit a responsive petroleum bid; Almond Oil declined to offer a fixed margin. Staff reported the sealed envelope requirement was not followed for United Fuels’ submission — “it was not sealed when we received it,” a staff member said — but the submission bore a date/time stamp. Staff recommended proceeding with United Fuels based on long prior service to the district, comparable markup to the previous contract and the lack of other responsive bids. The board voted to accept the United Fuels bid.
The board also considered six roofing bid packages for multiple campuses. Staff required mandatory pre‑bid meetings for the roofing work; six contractors returned timely bids after that process. Based on price, demonstrated experience and reference checks, staff recommended awarding multiple projects to CMM Roofing (Williston Elementary, Bronson Elementary and Robinson Elementary), Keeler Roofing (Cedar Key Building 2) and another recommended contractor for the district health building’s metal roof. Board members moved and approved the recommended awards by voice vote.
Staff warned the board that some roofing line items are unit priced for unforeseen repairs such as sub‑decking or structural replacement, and that change orders are likely if additional work is discovered once roofs are opened. One board member noted an approximate $40,000 difference on a line‑item comparison between bidders; staff said overall estimates still favored the recommended contractors.
Board discussion included questions about low bidder participation on the petroleum bid and confirmation that mandatory pre‑bid and prequalification requirements were used on the construction packages. No public comment was recorded on the bids during the meeting.
