Independent auditors presented the City of Los Banos fiscal year 2023–24 audit at the May 21 meeting and the City Council voted to accept the reports.
Price Paige & Company (auditors) told the council the firm issued an unmodified opinion on the city’s basic financial statements, meaning the auditors found no material misstatements. "In our opinion, the financial statements ... present fairly," the auditor said, describing the standard clean opinion.
The auditors also reported no significant control deficiencies or material weaknesses related to internal controls over financial reporting. The city’s single audit — required because federal expenditures exceeded the single‑audit threshold — identified highway planning and construction grants as the major federal program audited; auditors issued an unmodified opinion on compliance for that program.
Finance staff summarized key figures for council: the general fund showed an increase in fund balance for the year, and management discussion and analysis material was available in the audit packet. The auditors noted the city’s internal controls and month‑end and year‑end reconciliations supported the clean report.
Councilmember Deborah Lewis moved to accept Resolution 6,934 accepting the fiscal year 2023–24 audit report; the motion was seconded and the council voted to adopt the resolution.
Council and staff praised finance staff and auditors for the work. The auditors and finance director encouraged continuing attention to controls and to the city’s federal‑award reporting obligations as federal spending grows.
