The City of Dunedin Community Redevelopment Agency on May 22 unanimously approved a carryforward amendment to the CRA operating and capital budget for fiscal year 2025 to cover outstanding invoices and ongoing projects.
The amendment was introduced as “Resolution 25-01, a resolution of the City Commission of the City of Dunedin, Florida, as the governing body of the City of Dunedin Community Redevelopment Agency, CRA, amending the operating and capital budget for the CRA for fiscal year beginning 10/01/2024, and ending 09/30/2025, and providing for an effective date hereof.” The resolution title was read aloud by Jen (staff member) before action was taken.
Finance Director Les Tyler told the board that the carryforward covers invoices that were shipped and invoiced as of Sept. 30, 2024, but not yet paid and projects that will span multiple years. "The total dollar amount of the encumbrances were $37,000, and the total dollars for the projects were $1,070,000," Tyler said. Earlier in the meeting a figure of "1,108,165.4" was read as the amendment amount; Tyler later described the total as "$1,100,000 in this in the CRA fund," reflecting slightly different ways the amounts were stated on the record.
Tyler also said the carryforward information for the CRA fund was presented to the City Commission on March 4, 2025, and that the CRA fund maintains an available reserve above the 15% target. Commissioners asked scheduling questions about specific projects that will be carried forward, including the Skinner Boulevard work and Main Street streetscape improvements; staff said several projects are multiyear and some construction timelines were shifted to avoid overlapping major road work.
Commissioner Sandbergen moved approval of the minutes and later moved the resolution; Vice Mayor Gao seconded the resolution motion. The board voted by voice and roll call and the motion passed unanimously.
The resolution takes effect immediately as adopted; staff said the amendment primarily moves budget authority forward to cover encumbrances and incomplete projects rather than authorizing new spending beyond the carried amounts.
Commissioners did not request additional changes after the presentation and public input was not offered on the item.
