Staff engineer Austin Slabaugh presented City Project No. 2408 — First Street Curb Ramps Phase 1 — and recommended awarding the construction contract to the lowest responsive bidder, Rudnick and Sons Excavation. The project will install new curb ramps, stormwater improvements and grading at three of six traffic circles to improve accessibility for bicycles, pedestrians and vehicles.
Slabaugh said six bids were received; the lowest responsive bid from Rudnick and Sons Excavation was $1,180,000. Staff said the project was funded using pooled Community Development Block Grant (CDBG) allocations and other local funds; the city previously combined allotments to cover the scope for three intersections (phase 1). The design includes pigmented (red) concrete to match existing traffic-circle treatments.
Council Member Hornby moved and Council Member Atkinson seconded the motion to award the construction contract to the lowest responsive bidder and authorize the city administrator to sign the contract documents. Council approved the award.
Councilors noted accessibility benefits for residents using wheelchairs and applauded staff for delivering a project using pooled federal CDBG funding.
