City staff presented photographs and an itemized equipment list; the proposed manufacturer’s cost estimate was $635,000, while the city’s grant and matching funds totaled $340,000. Staff told commissioners the largest single line item in the consultant estimate — about $200,000 for removal of existing equipment and site preparation — could be reduced if the city uses in‑house crews, bringing the estimated additional funding need to under $100,000.
Commissioners discussed layout options to avoid removing regularly used fitness equipment, including shifting the playground footprint west and sacrificing part of the sand‑volleyball court or relocating the existing fitness equipment in‑house. City staff said they could prepare a bid package for installation, require manufacturer inspection for warranty compliance, and expected the award to return to the commission after the competitive bid process; staff estimated an award timeline no earlier than August.
A motion to approve the preliminary site plan for Wickline Park Playground passed in roll call: Commissioner Bellheimer, Commissioner Cunningham, Commissioner Spradley and Chair Sherman all voted yes; the motion passed 4‑0. Commissioners noted a project completion deadline in June tied to grant requirements and directed staff to pursue bidding options that could lower contractor costs.
