Finance committee reports savings from East Street solar credits, changes to bus contract and ongoing meal debt

At the Southington Board of Education meeting, the finance committee reported several operational items with potential budgetary impact for the district.
Miss Melody, speaking for the committee, said the East Street solar array will generate a projected electricity credit of $20,366 for the district this year; in 2023 the district received a $14,179 credit and in 2024 there were no provisional credits. The solar credit should be treated as variable and is dependent on the Eversource program, the committee said.
The committee also recommended changes to the district's transportation contract. The board will remove the specification for live GPS tracking from the RFP and will retain the current onboard camera system. Those two changes are expected to reduce costs by about $100,000 annually. The committee further recommended a three-year contract term with two additional one-year renewal options (rather than a five-year term) because parts of Southington fall within an environmental-justice community area that may affect electric-bus regulations and procurement timelines.
Food-service figures were discussed: meal counts remain below last year's totals but above pre-COVID levels, and outstanding student meal debt across the district totaled $19,010. Administrators said no student is denied a meal; charges accumulate on student accounts and the district continues outreach to families and promotion of the free-and-reduced meal application.
The committee also confirmed a final excess cost reimbursement rate from the state at 73.25%, which the district estimated will yield roughly $606,000 in additional reimbursement for expenditures already incurred.
These items were presented as informational updates and as actions approved or recommended by the finance committee; the board approved a separate 5-year lease with the Southington YMCA for aftercare services for seven elementary schools during the same meeting.
